Effective negotiating the terms of multilateral instruments such is a necessary and important task for any government. Countries will be bound by the international agreements that they decide to ratify.  Our research shows that due to the inferior knowledge of the subject area and negotiating know-how and inequality of bargaining power many governments enter into agreements which have restricting long-term effects on their ability to govern domestically as a result of their need to adhere to the international agreements previously entered into by them.
